简要规则描述：本项目包括排水户水质监测和雨水泵站自动取样水质检测。对浦东新区范围内的排水户排水水质进行监测管理，严格排放标准，确保水质达标排放，本项目安排监测一般行业1132户，特殊行业243户。对浦东新区范围内区管的73个雨水泵站集水井水质进行检测，以便能及时了解旱天及雨天泵站水质情况。（具体详见第三章采购需求书）

Brief Specification Description: This project includes water quality monitoring for drainage households and automatic sampling water quality testing for rainwater pump stations. Monitor and manage the drainage water quality of households within Pudong New Area, strictly adhere to discharge standards, and ensure that water quality meets discharge standards. This project arranges for monitoring of 1132 households in general industries and 243 households in special industries. Conduct water quality testing on the collection wells of 73 rainwater pumping stations within the jurisdiction of Pudong New Area, in order to timely understand the water quality of pumping stations during dry and rainy days. (Please refer to Chapter 3 Procurement Requirements for details)

合同履约期限：合同签订之日起至2026年5月底完成所有检测相关工作。

The Contract Period: Complete all testing related work from the date of contract signing until the end of May 2026.

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and during the evaluation process, no price discounts will be implemented for their products. (c)本项目的特定资格要求：（1）未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；

（2）须系我国境内依法设立的法人或非法人组织；

（3）须具有国家级或省(直辖市)级质量技术监督主管部门颁发的检验检测机构资质认定证书(CMA)资质，且承诺具备本项目履约的能力。

（4）本项目不允许转包。

(c)Specific qualification requirements for this program: (1) Not included in the list of dishonest persons subject to enforcement, major tax illegal dishonest entities, and serious government procurement illegal dishonest behavior records by "Credit China" (www.creditchina. gov.cn) and China Government Procurement Network (www.ccgp. gov.cn); (2) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law; (3) Must possess the Certificate of Qualification for Inspection and Testing Institutions (CMA) issued by the national or provincial (municipality directly under the central government) quality and technical supervision department, and promise to have the ability to fulfill this project. (4) This project does not allow subcontracting.
