(b)Qualification requirements to be met to implement government procurement policies: Government Procurement Policies to Be Implemented for This Project:

This project shall apply the government procurement policies that support small and medium-sized enterprises (SMEs), energy conservation, and the development of welfare enterprises. In accordance with Cai Ku [2020] No. 46, the procurement is exclusively reserved for SMEs.        

(c)本项目的特定资格要求：①未被列入“信用中国”网站(www.creditchina.gov.cn)失信被执行人名单、重大税收违法案件当事人名单和中国政府采购网(www.ccgp.gov.cn)政府采购严重违法失信行为记录名单的供应商，被列入上述名单的供应商不得参与政府采购投标活动；

②须系我国境内依法设立的法人或非法人组织；

③具备建筑工程施工总承包叁级及以上资质；

④项目经理须具备建筑工程专业二级及以上注册建造师执业资格；

⑤根据财库[2020]46号文要求，本项目专门面向中小企业，投标人需提供《中小企业声明函》；

⑥本项目不接受联合体投标。        

(c)Specific qualification requirements for this program: The supplier must not be listed on the “Credit China” website (www.creditchina.gov.cn) as a dishonest judgment debtor, a party to a major tax-violation case, or on the China Government Procurement Network (www.ccgp.gov.cn) as having serious illegal or dishonest government-procurement conduct; suppliers included in any of the above lists are barred from participating in government-procurement bidding.

Must be a legal person or unincorporated organization lawfully established within the territory of China.

Must hold construction-general-contracting qualification of Grade III or above in building engineering.

The project manager must be a registered construction engineer (building-engineering specialty) at Grade II or above.

In accordance with Cai Ku [2020] No. 46, this project is exclusively reserved for small and medium-sized enterprises (SMEs); bidders must submit the “SME Declaration Form”.

Joint bids will not be accepted.

供应商可于2025-11-13下午17:00时本公告发布之日起至2025-11-20下午17:00时每天9：00至17：00，（北京时间，节假日除外）携带上述所有资料原件及复印件（复印件需加盖公章）至上海中鑫建设咨询有限公司进行报名初审，网上报名成功且进行现场验证，证照核实通过的供应商可领取招标文件。未在规定时间内进行现场验证或现场验证时提交的报名资料不符合要求的响应单位，代理机构将拒绝接受其报名。

注：响应供应商须保证所提交的响应文件、资料的内容真实、完整、有效、一致，如递交虚假的响应文件、资料或填写信息错误导致的与本项目有关的任何损失由供应商承担。
