Brief specification description or basic overview of the project: In order to effectively enhance the combat effectiveness and comprehensive quality of the auxiliary police force, improve the ability to deal with emergencies and complex public security issues, and social stability in the jurisdiction of Pengzhen Town of Nizhou City, our office plans to purchase the comprehensive social security service project of Pengzhen Police Station for year 2025.

二、申请人的资格要求
2. Qualification Requirements for Bidder
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高小微企业在政府 采购中的份额，扶持小微企业政策：本项目（是）专门面向中小企业采购，评审时小微企业产品均不执行价格折扣优惠。
（2）扶持残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the measures of reserved share, increase the share of small and micro enterprises in government procurement, and preferential policies for small and micro enterprises: This project is specially designed for the procurement of small and medium-sized enterprises, and there is no price discount preference for the products of small and micro enterprises in the evaluation. (c)本项目的特定资格要求：3、具备省市级公安部门核发的有效的《保安服务许可证》；
4、本项目面向中小企业（含中型、小型、微型企业，下同）采购。
5、本项目不接受联合体形式投标。

4. This project is open to procurement from small and medium-sized enterprises (including medium-sized, small, and micro enterprises, hereinafter referred to as SMEs).
5. This project does not accept bids from consortia.
