简要规则描述：1）对初步选定位于11个小区的123个楼道按照实际情况进行分类打造，其中：74个楼道打造内容包括：做好基础建设，包括墙面修补及粉刷、油漆粉刷等；49个楼道打造内容包括：简单的墙面破损修补等。2）根据居委治理难题协助打造特色自治微空间，打造内容包括：8个自治楼道议事厅，需要做好墙面破损修补以及改造。1个自治车棚，需要做好墙面修补及粉刷。
Brief Specification Description: 1) The 123 corridors in 11 communities were selected for classification and creation according to the actual situation, including 74 corrid for creation content: to do a good job in basic construction, including wall repair and painting, paint brushing, etc.; 49 corridors for creation content: simple wall repair, etc. 2) According to the governance difficulties of the residents' committee, it assisted in creating a unique autonomous micro-space, and the creation content included: autonomous corridor deliberation halls, which needed to do a good job in wall damage repair and transformation. 1 autonomous bicycle shed, which needs to do a good job in wall repair painting.

(b)落实政府采购政策需满足的资格要求： (1)落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展:本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。(2)扶持监狱企业、残疾人福利性单位，并将其视同小微型企业;(3)优先采购节能环保产品政策:在技术、服务等指标同等条件下，对财政部财库(2019)18 号和财政部财库(2019)19号文公布的节能环保产品品目清单中的产品实行优先采购;对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4)购买国货政策:本项目不接受进口产品。

(c)本项目的特定资格要求：1）具备建筑工程施工总承包三级及以上资质，并具备有效的安全生产许可证；
2）拟派项目经理具有建筑工程二级及以上注册建造师执业资格，具备有效的安全生产考核合格证书；3）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得参加本项目的采购活动；4）法人依法设立的分支机构以自己的名义参与投标时，应提供依法登记的相关证明材料和由法人出具的授权其分支机构在其经营范围内参加政府采购活动并承担全部民事责任的书面声明。法人与其分支机构不得同时参与同一项目的采购活动；5）本项目不接受联合体形式。(c)Specific qualification requirements for this program: /
