简要规则描述：龙港村老芦公路沿线公共空间改造工程，针对龙港老芦公路沿线公厕西侧林地、龙港北路交叉口、塘角中路交叉口、自产自销点、塘角11组小广场、塘角1组小广场等6处公共空间节点开展改造提升。施工内容包括：林地抚育、绿化补植、地面铺装、矮墙及围墙粉刷、标识景墙与导览标识、树池花箱、坐凳及休息廊架、健身器材更新、太阳能庭院灯及草坪灯、店招更新与铁艺顶棚、钢结构棚架搭建，并拆除原有花池、围墙、宣传栏等，同步配套雨水管道及检查井敷设。具体项目内容、采购范围及所应达到的具体要求以磋商文件内容为准。
Brief Specification Description: The Longgang Village Laolu Highway Public Space Renovation Project focuses on upgrading six key public spaces along the Laolu Highway in Longgang: the wooded area west of the public restroom, the intersection with Longgang North Road, the intersection with Tangjiao Middle Road, the local produce market, the small plaza in Tangjiao Group 11, and the small plaza in Tangjiao Group 1. Construction work includes: forest tending, replanting of greenery, ground paving, painting of low walls and perimeter walls, installation of feature walls and wayfinding signage, tree pits and flower boxes, benches and resting pergolas, replacement of fitness equipment, installation of solar-powered courtyard lights and lawn lights, replacement of store signs and installation of wrought-iron canopies, and construction of steel-frame pergolas. Additionally, existing flower beds, perimeter walls, and bulletin boards will be removed, and rainwater pipes and inspection chambers will be installed concurrently.
合同履约期限：合同签订生效之日起至质保期结束，计划工期：60日历天（具体开工日期以采购人指令为准）
The Contract Period: From the date the contract is signed and becomes effective until the end of the warranty period, the planned construction period is 60 calendar days (the specific start date shall be subject to the purchaser’s instructions).

(c)Specific qualification requirements for this program: (3) Different suppliers that share the same legal representative or have a direct controlling or managerial relationship may not participate in government procurement activities under the same contract; suppliers that provide overall design, specification preparation, project management, supervision, testing, or other similar services for a procurement project may not participate in any other procurement activities related to that project. (4) Possess a Grade 3 or higher General Contracting Qualification for Municipal Public Utility Engineering Construction. (5) Possess a valid Work Safety Permit (within its validity period). (6) The proposed project manager must hold a Level 2 or higher registered constructor qualification in the field of municipal public works, possess a valid work safety assessment certificate, and not currently serve as the project manager for any other ongoing construction projects.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
