二、申请人的资格要求
2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；

5、投标人须具有相关经营范围的法人或其他组织，并有相关服务项目经验。
6、投标人在投标前三年内有无受到各级管理部门处分或处罚的，须主动填报受处分或处罚的记录，如果不主动填报而被事后发现的，将取消其投标资格，并按有关规定追究责任。
