Brief Specification Description: Project scope and main work content: This project is located in Huinan Town, Pudong New Area, including but not limited to: constructing 4 characteristic public space nodes and simple signs in Sidun Village, enhancing the greening and related facilities of main residential roads such as Zhongxin Village Road, Xincun South Road, and Pailou Road. (Please refer to the bill of quantities or drawings for details)

(b)落实政府采购政策需满足的资格要求：强制采购节能产品、环境认证产品政策、鼓励节能政策、鼓励环保政策、扶持中小企业政策、支持监狱企业发展政策、残疾人福利性单位政策、购买国货政策
(b)Qualification requirements to be met to implement government procurement policies: Compulsory procurement of energy-saving products, environmental certification product policies, encouragement of energy-saving policies, encouragement of environmental protection policies, support for small and medium-sized enterprises policies, support for the development of prison enterprises policies, policies for welfare units for people with disabilities, and policies for purchasing domestic products
(c)本项目的特定资格要求：3、其他资格要求：
（1）本次磋商需要网上磋商，供应商必须获得上海市电子签名认证证书（CA认证证书）；
（2）从事城市园林绿化项目的施工企业，应持有效的营业执照；
（3）项目负责人资格要求（园林绿化）:具有园林绿化施工企业项目负责人《园林绿化施工企业项目负责人质量安全生产考核合格证书》（在有效期内），同时需要提供园林专业中级及以上职称；
（4）提交响应文件截止之日前三年内，在政府采购活动中无不良行为记录；
（5）公司资产状况良好，具有履行合同所必需的设备；依法缴纳税收和社会保障资金，具有良好的商业信誉和健全的财务会计制度；
（6）法人依法设立的分支机构以自己的名义参与响应时，应提供依法登记的相关证明材料和由法人出具的授权其分支机构在其经营范围内参加政府采购活动并承担全部民事责任的书面声明。法人与其分支机构不得同时参与同一项目的采购活动。
（7）本项目专门面向中小企业采购。
（8）是否允许联合体磋商：不允许。
(c)Specific qualification requirements for this program: 3. Other qualification requirements: (1) This negotiation requires online consultation, and the supplier must obtain the Shanghai Electronic Signature Certification Certificate (CA Certification Certificate); (2) Construction enterprises engaged in urban landscaping projects should hold valid business licenses; (3) Qualification requirements for project leader (landscaping): Possess the "Quality and Safety Production Assessment Certificate for Project Leaders of Landscape Construction Enterprises" (valid) as the project leader of the landscaping construction enterprise, and provide intermediate or above professional titles in landscaping; (4) Within the three years prior to the deadline for submitting response documents, there has been no record of any misconduct in government procurement activities; (5) etc
