(c)本项目的特定资格要求：3、根据《上海市政府采购供应商登记及诚信管理办法》已登记入库的供应商。

4、其他资格要求：

4.1施工现场项目管理机构拟派人员配备要求：最低应为4人（含）以上，且需包含园林项目负责人（园林专业中级职称）、安全员、质量员、材料员各1名。

4.2单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得参加本项目的采购活动。

4.3未被列入“信用中国”网站（www.creditchina.gov.cn）失信被执行人名单、重大税收违法案件当事人名单和中国政府采购网（www.ccgp.gov.cn）政府采购严重违法失信行为记录名单。

4.4依法缴纳税收、社会保障资金及参加政府采购活动前三年内在经营活动中没有重大违法记录。

4.5本项目仅面向中、小、微型等各类供应商采购。

根据上海市财政局《关于上海市政府采购信息管理平台电子招投标系统正式运行的通知》（沪财采[2014]27号）的规定，本项目采购相关活动在上海市政府采购信息管理平台（简称：电子采购平台）（网址：www.zfcg.sh.gov.cn）电子招投标系统进行。电子采购平台是由市财政局建设和维护。供应商应根据《上海市电子政府采购管理暂行办法》等有关规定和要求执行。供应商在电子采购平台的有关操作方法可以参照电子采购平台中的“在线服务”专栏的有关内容和操作要求办理。

供应商应在响应截止时间前尽早加密上传响应文件，电话通知采购代理单位进行签收，并及时查看采购代理单位在电子采购平台上的签收情况，打印签收回执，以免因临近响应截止时间上传造成采购代理单位无法在响应截止前完成签收的情形。未签收的响应文件视为响应未完成。
