(3) Suppliers with the same person in charge or direct control and management relationships shall not participate in the same government procurement activity; suppliers providing overall design, standard formulation, project management, supervision, or testing services for the procurement project shall not participate in other procurement activities of the same project. (4) Branches established by a legal person and licensed to participate in government procurement activities must be authorized by the legal person. The legal person and its branches, or different branches under the same legal person, shall not participate in the same government procurement activity.
