二、申请人的资格要求
2. Qualification Requirements for Bidder
(a)满足《中华人民共和国政府采购法》第二十二条规定；

The second package of this project is also open for procurement from various suppliers, including large, medium, small, and micro-sized suppliers.
(c)本项目的特定资格要求：3、本项目接受联合投标，联合投标须符合招标文件规定：提交联合投标协议且格式符合招标文件要求，组成联合体投标的供应商数量最多不超过 2 家。联合体各方不得再单独参加或者与其他供应商另外组成联合体参加同一合同项下的政府采购活动。
(c)Specific qualification requirements for this program: 3. This project accepts joint bidding, which must comply with the bidding documents: submit a joint bidding agreement in a format that meets the requirements of the bidding documents, and the maximum number of suppliers that can form a joint venture for bidding shall not exceed 2.
