简要规格描述或项目基本概况介绍、用途：本项目为金桥镇综治中心建设项目代建服务，总投资约 4581 万元、其中建安费约 3824万元。主要建设内容是对现状党群服务中心主楼、党群服务中心辅楼、永业一居及永业二居进行改造设计，包括室内空间功能重组、硬件改造(墙面、地面、天花板等)、软装设计及智能家居整合、外立面装饰更新包括外墙材料更新、门窗系统优化、立面造型设计等公共区域优化等。工作内容包括但不限于项目建设过程各阶段的投资、进度、质量、风险、安全、信息等的代建工作（其中投资管理必须按国家审计的规范运作)，服务达到采购人要求。（具体详见第三章采购需求书）

Brief specification description or basic overview of the project: This project is the agency construction service for the comprehensive governance center of Jinqiao Town, with a total investment of approximately 45.81 million yuan, of which the construction and installation cost is about 38.24 million yuan. The main construction content involves the renovation and design of the current main building of the Party-Mass Service Center, the auxiliary building of the Party-Mass Service Center, Yongye No.1 Residence and Yongye No.2 Residence. This includes the functional reorganization of interior space, hardware renovation (walls, floors, ceilings, etc.), soft furnishing design and integration of smart home, as well as the renewal of exterior facade decoration including the update of exterior wall materials, optimization of door and window systems, and optimization of public areas such as facade design. (For details, please refer to Chapter Three of the Procurement Requirements Document.)

合同履约期限：自合同签订之日起至整个项目代建服务范围内各项目全部验收完毕，并向采购人完整提供相关服务文档之日止。

The Contract Period: From the date of contract signing until all projects within the scope of the entire project's agency construction service are fully accepted and all relevant service documents are provided to the purchaser in their entirety.

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠；（2）扶持残疾人福利性单位，并将其视同小微型企业。

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measure, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically targeted at small and medium-sized enterprises for procurement. During the review process, no price discount benefits will be applied to the products of small and medium-sized enterprises. (2) Support welfare units for the disabled and treat them as small and micro enterprises.

(c)本项目的特定资格要求：1、未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；

2、须系我国境内依法设立的法人或非法人组织；

3、本项目不允许转包。

(c)Specific qualification requirements for this program: 1. Not included in the list of dishonesty executors, major tax violation dishonest entities, or serious illegal and dishonest behaviors in government procurement on Credit China (www.creditchina.gov.cn) and China Government Procurement Network (www.ccgp.gov.cn); 2. It must be a legal person or unincorporated organization established in accordance with the law within the territory of China. 3. Subcontracting is not allowed for this project.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；
