(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures for reserved quotas, increase the share of small and medium-sized enterprises (SMEs) in government procurement, and support the development of SMEs: This project is specifically for procurement from SMEs. During the evaluation, no price discount preference shall be applied to products of SMEs.
(2) Support prison enterprises and welfare units for persons with disabilities, and treat them as small and micro enterprises.(3) Policy of giving priority to purchasing energy-saving and environmental protection products: Under the same conditions of technical, service and other indicators, priority shall be given to products included in the list of energy-saving and environmental protection product items published in Document No. 18 [2019] of the Ministry of Finance (Treasury) and Document No. 19 [2019] of the Ministry of Finance (Treasury); mandatory procurement shall be implemented for products marked with "★" in the list of energy-saving product items. (4) The supplier must hold a Grade III or higher qualification for general contracting of water conservancy and hydropower engineering issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China;(5) Possess a Safety Production License (within the validity period) issued by the construction authority;(6) The project leader must hold a Level II (or higher) registered constructor qualification in the field of water conservancy and hydropower engineering of the People's Republic of China issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China, and have a valid certificate for passing the safety production assessment;(7) Different suppliers where the legal representatives are the same person or which(i)符合《中华人民共和国政府采购法》第二十二条的规定；
(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";
(ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

根据上海市财政局规定，本项目招投标相关活动在上海市政府采购云平台（网址：http://www.zfcg.sh.gov.cn）电子招投标系统进行。投标人应根据《上海市电子政府采购管理暂行办法》等有关规定和要求执行。投标人在政府采购云平台的有关操作方法可以参照政府采购云平台中的专栏有关内容和操作要求办理。 投标人应在投标截止时间前尽早加密上传投标文件，电话通知项目负责人进行签收，并及时查看政府采购云平台上的签收情况，打印签收回执，以免因临近投标截止时间上传造成无法在开标前完成签收的情形。未签收的投标文件视为投标未完成。
In accordance with the regulations of the Shanghai Municipal Finance Bureau, the bidding-related activities of this project shall be conducted through the electronic bidding system of the Shanghai Government Procurement Cloud Platform (website: http://www.zfcg.sh.gov.cn). Bidders shall act in compliance with relevant provisions and requirements such as the Interim Measures for the Administration of Shanghai Electronic Government Procurement.
