Brief Specification Description:The main content of the project includes: carrying out the water environment improvement of village ditches and house rivers in Jiangang Village, with a total length of about 6 kilometers. Specifically, it involves river dredging, slope maintenance, repair and construction of new small wooden piles, shore greening, and rational arrangement of aquatic plants to improve the water ecology of village ditches and house rivers. 合同履约期限：双方完成了相互约定的工作内容后终止。

二、申请人的资格要求2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。

During the evaluation, no price discount preferential treatment shall be applied to(c)本项目的特定资格要求：（3）须具有依法注册的独立法人或其他组织；
（4）供应商须具有中华人民共和国住房和城乡建设部颁发的水利水电工程施工总承包资质三级及其以上；（5）具有建设部门颁发的《安全生产许可证》（有效期内）；（6）项目负责人须具有中华人民共和国住房和城乡建设部颁发的中华人民共和国水利水电工程专业二级（含以上级）注册建造师执业资格，具备有效的安全生产考核合格证书；（7）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得参加本项目的采购活动；(c)Specific qualification requirements for this program:Republic of China;
(5) Possess a Work Safety Permit (within the validity period) issued by the construction authority;(6) The project leader must hold the qualification of a registered constructor at Level II or above (including Level II) in the water conservancy and hydropower engineering specialty of the People's Republic of China, issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China, and have a valid certificate of passing the work safety assessment;(7) Different suppliers with the same legal representative or in a relationship of direct holding or management shall not participate in government procurement activities under the same contract; suppliers that provide overall design, specification compilation, or project management, supervision, testing and other services for this project shall not participate in the procurement activities of this project;(i)符合《中华人民共和国政府采购法》第二十二条的规定；
(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

七、其他补充事宜7. Other Supplementary Matters根据上海市财政局规定，本项目招投标相关活动在上海市政府采购云平台（网址：http://www.zfcg.sh.gov.cn）电子招投标系统进行。投标人应根据《上海市电子政府采购管理暂行办法》等有关规定和要求执行。投标人在政府采购云平台的有关操作方法可以参照政府采购云平台中的专栏有关内容和操作要求办理。 投标人应在投标截止时间前尽早加密上传投标文件，电话通知项目负责人进行签收，并及时查看政府采购云平台上的签收情况，打印签收回执，以免因临近投标截止时间上传造成无法在开标前完成签收的情形。未签收的投标文件视为投标未完成。
