(b)Qualification requirements to be met to implement government procurement policies: 1) Encourage energy-saving policies; 2) Encourage environmental protection policies; 3) Policies to support small and medium-sized enterprises and promote employment for people with disabilities are implemented. Prison enterprises and welfare units for people with disabilities are regarded as small and micro enterprises. 4) This project does not accept imported products.

(c)Specific qualification requirements for this program: 3. It must be a legal person or an unincorporated organization established in accordance with the law within the territory of China (this project does not accept branches participating in the procurement activities in their own names). 4. This project is only open for procurement from various types of suppliers such as medium, small and micro ones. 5. Subcontracting is not allowed for this project

1、根据上海市财政局《关于上海市政府采购信息管理平台招投标系统正式运行的通知》（沪财采[2014]27号）的规定，本项目招投标相关活动在电子采购平台（网址：www.zfcg.sh.gov.cn）电子招投标系统进行。响应人应根据《上海市电子政府采购管理暂行办法》等有关规定和要求执行。响应人在电子采购平台的有关操作方法可以参照电子采购平台中的“在线服务”专栏的有关内容和操作要求办理。
