简要规则描述：为全面落实《上海市生活垃圾条例》和《2024年上海市生活垃圾分类工作实施方案》，按照《2024年上海市生活垃圾分类实效综合考核办法》要求，提升潍坊辖区内生活垃圾分类工作实效，针对潍坊新村街道生活垃圾分类存在的短板问题，本项目拟通过公开竞争性磋商采购的方式选取一家合格的供应商为潍坊新村街道辖区内75个垃圾分类居住区、101家单位和9条道路及沿街商铺提供巡查指导。（具体详见第三章采购需求书）
Brief Specification Description:In order to fully implement the "Shanghai Municipal Domestic Waste Regulations" and the "2024 Shanghai Municipal Domestic Waste Classification Work Implementation Plan", and in accordance with the requirements of the "2024 Shanghai Municipal Domestic Waste Classification Effectiveness Comprehensive Assessment Measures", to enhance the effectiveness of domestic waste classification work within the jurisdiction of Weifang, in response to the shortcomings in domestic waste classification in Weifang Xincun Sub-district, This project intends to select one qualified supplier through public competitive consultation procurement to provide inspection and guidance for 75 garbage classification residential areas, 101 units, 9 roads and street-side shops within the jurisdiction of Weifang Xincun Sub-district. (For details, please refer to Chapter Three of the Procurement Requirements Document.)

二、申请人的资格要求2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向小微企业采购，评审时小微企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies:(1) Implement the reserved share measure, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically targeted at small and micro enterprises for procurement. During the review process, no price discount benefits will be applied to the products of small and micro enterprises. (2) Support welfare units for the disabled and treat them as small and micro enterprises;
(c)本项目的特定资格要求：1、未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
2、须系我国境内依法设立的法人或非法人组织； 3、本项目不允许转包。(c)Specific qualification requirements for this program:1. Not included in the list of dishonesty executors, major tax violation dishonest entities, or serious illegal and dishonest behaviors in government procurement on Credit China (www.creditchina.gov.cn) and China Government Procurement Network (www.ccgp.gov.cn); 2. It must be a legal person or unincorporated organization established in accordance with the law within the territory of China. 3. Subcontracting is not allowed for this project.
