Brief specification description or basic overview of the project:It is mainly responsible for the overall daily operation and management services of the center, including office support for hall staff, maintenance of public order in the hall, hall environment management, and hall operation and maintenance services to ensure the normal operation of the center. Assist in visits and research activities by peer organizations and units from other provinces, and coordinate relevant receptions. Help handle various unexpected incidents and risk events within the center and complete related reporting work. Provide parking support services for staff of stationed institutions (departments) and visitors. Assist in completing all service tasks assigned by higher authorities. In addition to the above service items, take charge of other services required for the normal operation of the center during its operation period.

(c)本项目的特定资格要求：1.本项目面向大、中、小、微型企业、事业法人等各类供应商采购；2.单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动；3.本次招标不接受联合体投标，不允许合同转让与分包。

Other Supplementary Matters根据上海市财政局《关于上海市政府采购信息管理平台招投标系统正式运行的通知》（沪财采[2014]27号）的规定，本项目招投标相关活动在上海政府购买服务信息平台（简称：电子采购平台）（网址：http:// [链接]）电子招投标系统进行。电子采购平台是由市财政局建设和维护。投标人应根据《上海市电子政府采购管理暂行办法》等有关规定和要求执行。投标人在电子采购平台的有关操作方法可以参照电子采购平台中的“在线服务”专栏的有关内容和操作要求办理。 投标人应在投标截止时间前尽早加密上传投标文件，并及时查看招标人在电子采购平台上的签收情况，打印签收回执，以免因临近投标截止时间上传造成招标人无法在开标前完成签收的情形。未签收的投标文件视为投标未完成。
