(b)落实政府采购政策需满足的资格要求：推行节能产品政府采购、环境标志产品政府采购。促进中小企业、监狱企业、残疾人福利性单位发展。规范进口产品采购政策。

(b)Qualification requirements to be met to implement government procurement policies: Qualification requirements to be met to implement government procurement policies: If this tender complies with government policies such as mandatory procurement of energy-saving products, encouragement of environmental protection products, support for welfare enterprises, promotion of employment for persons with disabilities, promotion of the development of small and medium-sized enterprises, and support for prison and drug rehabilitation enterprises, the relevant policies shall be implemented.

(c)本项目的特定资格要求：（1）投标单位应为合法的货物制造商或代理（经销）商，在合法范围内开展经营活动，具有履行本项目的相关供应能力和服务能力；

(c)Specific qualification requirements for this program: （1）The bidding entity should be a legitimate manufacturer or authorized (distributor) of the goods, operating within legal boundaries and possessing the relevant supply and service capabilities for this project;（ 2) The goods provided by the bidding entity must be original, unused, brand-new, and meet quality standards, accompanied by reliable after-sales service. Contract manufacturing, sub-packageing, or any form of third-party involvement is not allowed; supporting documents such as sourcing channels, stability for the project, complementary after-sales services, and service response times for this specific project are required; （3) Vendors with the same individual as the entity in charge or those with direct controlling or management relationships cannot participate in government procurement activities under the same contract.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；
