简要规则描述：为贯彻落实浦东打造社会主义现代化建设引领区意见，努力践行“人民城市人民建、人民城市为人民”理念，根据《关于航头镇2025年口袋公园建设项目方案的批复》（浦绿容[2025]40号），拟实施航头镇05-02地块口袋公园建设项目，满足人民群众休憩、健身等需求。该地块面积6789平方米，位于航瑞路东侧，鹤涛路南侧。建设内容包括绿化种植、园路及广场铺装、景观小品以及其他配套附属设施等。
Brief Specification Description: In order to implement the opinions of Pudong on building a leading area for socialist modernization construction and strive to practice the concept of "people's city, people's construction, people's city for the people", according to the "Reply on the Plan for the Construction of Pocket Park in Hangtou Town in 2025" (Pu Lvrong [2025] No. 40), it is proposed to implement the Pocket Park construction project on the 05-02 plot of Hangtou Town to meet the needs of the people for rest, fitness and other activities. The plot covers an area of 6789 square meters and is located on the east side of Hangrui Road and the south side of Hetao Road. The construction content includes green planting, paving of garden roads and squares, landscape ornaments, and other supporting ancillary facilities.

(c)本项目的特定资格要求：3、供应商必须获得上海市电子签名认证证书（CA认证证书），为已在上海市政府采购网登记入库的供应商4、须系我国境内依法设立的法人组织（本项目不接受分公司以自己名义参加采购活动）；5、施工现场项目管理机构拟派人员配备要求：*园林项目负责人（园林专业中级职称及以上）1人、安全员1人、质量员1人、材料员1人、中级及以上园林绿化工(班组负责人)1人。说明：1）上述人员配备要求系最低配备要求；对于施工技术复杂的项目，供应商可根据项目情况，在以上人员配备要求基础上适当增加技术管理人员、施工员等人数；2）*岗位不得同时兼任两个及以上项目,须具有上海市园林绿化工程从业人员项目负责人电子信息卡，且无在建项目记录；3）本竞争性磋商文件所涉及的园林专业是指：园林（园林规划设计、园林植物、风景园林、园林绿化、绿化林业等）、园艺、城市规划、景观、植物（含植保、森保等）、环境艺术、风景旅游等专业；6、单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得参加本项目的采购活动；7、本项目不接受联合体响应。
