Brief specification description or basic overview of the project: This project involves the routine maintenance work of town-managed rivers in Heqing Town, Pudong New Area. The content includes: river patrol inspection, embankment maintenance, flood control channel maintenance, public greening maintenance, water and land area cleaning, maintenance of auxiliary facilities such as river guardrails and signage, as well as cooperation in water quality maintenance. In accordance with the requirements of the "Technical Regulations for River Maintenance and Conservation in Shanghai" and the "Assessment Methods for River Management and Conservation in Shanghai", the full-section maintenance work of rivers will be realized, and the long-term management will be fully implemented.

合同履约期限：2026年1月1日至2026年12月31日。

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求： 1、符合《中华人民共和国政府采购法》第二十二条的规定

2、未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单。

(b)Qualification requirements to be met to implement government procurement policies: 1. Compliance with the provisions of Article 22 of the Government Procurement Law of the People's Republic of China. 2. Not being included in the list of dishonesty and dishonesty, major tax violation cases, and serious illegal dishonesty behavior records in government procurement by "Credit China" (www.creditchina.gov.cn) and the China Government Procurement Network (www.ccgp.gov.cn).

(c)本项目的特定资格要求：（1）具有独立承担民事责任的能力及相应的履约能力；

（2）本项目专门面向中小企业采购；

（3）单位负责人为同一人或者存在直接控股、管理关系的不同投标人，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的投标人，不得再参加该采购项目的其他采购活动；

（4）法人依法设立的分支机构以自己的名义参与投标时，应提供依法登记的相关证明材料和由法人出具的授权其分支机构在其经营范围内参加政府采购活动并承担全部民事责任的书面授权。法人与其分支机构不得同时参与同一项目的采购活动；

(5）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的投标人，不得参加本项目的采购活动。

（6）本次招标不接受联合体投标，不允许合同转让与分包。
