(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业。

(b)Qualification requirements to be met to implement government procurement policies:(1) Measures for reserved quotas shall be implemented to increase the share of small and medium-sized enterprises (SMEs) in government procurement, in support of policies for fostering SMEs. This project is exclusively procured for SMEs. No price discount preference shall be applied to products supplied by SMEs during evaluation.(2) Welfare entities for the disabled shall be supported and treated as micro and small enterprises.

(c)本项目的特定资格要求：3.1未被“信用中国”（[链接]）列入失信被执行人、重大税收违法案件当事人名单，未被中国政府采购网（[链接]）列入政府采购严重违法失信行为记录名单；3.2具备市政公用工程施工总承包三级及其以上资质；具有有效期内的安全生产许可证；拟派项目经理具有市政公用工程专业二级及以上注册建造师资格；3.3本项目不允许联合体响应。

(c)Specific qualification requirements for this program:3.1 The bidder shall not be included in the List of Dishonest Persons Subject to Enforcement or the List of Parties Involved in Major Tax-related Illegal Cases on the Credit China website ([[链接]]([链接])), nor in the List of Records of Serious Illegal and Dishonest Acts in Government Procurement on the China Government Procurement website ([[链接]]([链接])).3.2 The bidder shall hold Grade III or higher General Contracting Qualification for Municipal Public Works, and a valid Work Safety Permit. The proposed project manager shall possess the qualification of a Class II or higher Registered Constructor majoring in Municipal Public Works.3.3 Consortium response is not allowed for this project.
