(c)本项目的特定资格要求：（1）符合《中华人民共和国政府采购法》第二十二条的规定；

（2）未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；

（3）须系我国境内依法设立的法人或非法人组织（本项目（不接受）分公司以自己名义参加采购活动）；

（4）具有建筑工程施工总承包三级及其以上资质或建筑机电安装工程专业承包三级及其以上资质；

（5）具有安全生产许可证（有效期内）；

（6）拟派项目负责人具有机电工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书；

（7）专门面向中小企业。        

(c)Specific qualification requirements for this program: (4) Possess the qualification of general contracting of construction engineering of level III or above or professional contracting of mechanical and electrical installation engineering of level III or; (5) Possess the safety production permit (within the validity period); (6) The person in charge of the project to be appointed shall have the qualification of registered constructor electromechanical engineering of level II or above and a valid certificate of safety production assessment; (7) Exclusively open to small and medium-sized enterprises

1、根据上海市财政局《关于上海市政府采购信息管理平台招投标系统正式运行的通知》（沪财采[2014]27号）的规定，本项目招投标相关活动在电子采购平台（网址：www.zfcg.sh.gov.cn）电子招投标系统进行。投标人应根据《上海市电子政府采购管理暂行办法》等有关规定和要求执行。

2、投标人在政府采购云平台的有关操作方法可以参照政府采购云平台中的专栏有关内容和操作要求办理。 投标人应在投标截止时间前尽早加密上传投标文件，电话通知项目负责人进行签收，并及时查看政府采购云平台上的签收情况，打印签收回执，以免因临近投标截止时间上传造成无法在开标前完成签收的情形。未签收的投标文件视为投标未完成。
