二、申请人的资格要求
2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：本采购项目执行政府采购有关鼓励支持节能产品、环境认证产品以及支持中小企业、福利企业等的政策规定。
(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements relevant policies and regulations on government procurement that encourage and support energy-saving products, environmental certification products, as well as small and medium-sized, welfare enterprises, etc.
(c)本项目的特定资格要求：（1）具有中华人民共和国住房和城乡建设部施工总承包建筑工程三级及其以上资质。
（2）拟派项目负责人具有建筑专业注册建造师二级及其以上资格，有效备案且不得有在建项目。
（3）本项目专门面向小微企业采购。
（4）本项目不接受联合体投标。
(c)Specific qualification requirements for this program: (1) Possess the qualification of general contracting of construction engineering of the Ministry of Housing and Urban-Rural Development of the People's Republic of at or above the third level.
(2) The person in charge of the project to be assigned shall have the qualification of registered constructor of the second level or above in the specialty, with valid registration and shall not have any ongoing projects.
(3) This project is specifically open to small and micro enterprises for procurement.
(4) This project not accept joint bidding.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
