简要规格描述或项目基本概况介绍、用途：依据《上海市生态环境局上海市水务局关于补充开展小微水体入河排污口排查整治的通知》（沪环水〔2025〕184号）等文件要求，为进一步加强入河排污口监督管理，持续改善全市水生态环境质量，本包件拟通过公开招标的方式，选取合格的供应商，协助开展小微水体入河排污口排查整治工作。参加本次投标的投标人，可对一个包件进行投标，也可对多个包件同时进行投标，但每个投标人针对上述包件只能中标一个包件。（具体详见第三章服务需求书）

Brief specification description or basic overview of the project:In accordance with the requirements of documents such as "Notice on Supplementary Conducting the Investigation and Rectification of Inflow Sewage Discharge Ports into Rivers by Shanghai Environmental Protection Bureau and Shanghai Water Affairs Bureau" (No. 184 of 2025 from Shanghai Environmental Protection Bureau), and to further strengthen the supervision and management of inflow sewage discharge ports into rivers, and to continuously improve the water environmental quality of the entire city, this package intends to select qualified suppliers through public bidding to assist in conducting the investigation and rectification work of inflow sewage discharge ports into rivers of small water bodies. Bidders participating in this bid can bid for one package or bid for multiple packages simultaneously, but each bidder can only win one package for the above packages. 简要规格描述或项目基本概况介绍、用途：依据《上海市海洋垃圾清理“沪海行动”方案（2025-2027年）》的通知（沪环海〔2025〕27号）等文件要求，为加强岸线、船舶、入海口、岸滩等巡查和日常监管，及时掌握海洋垃圾分布情况，本包件拟通过公开招标的方式，选取合格的供应商，开展浦东新区海洋垃圾排查工作。主要内容为开展常态化问题复核巡查、汛期及台风过境等特殊时段重点巡查，累计巡查里程不少于627.36公里。参加本次投标的投标人，可对一个包件进行投标，也可对多个包件同时进行投标，但每个投标人针对上述包件只能中标一个包件。（具体详见第三章服务需求书）。最高限价为282,300.00元（其中常态化问题复核巡查最高限价52,600.00.00元，汛期及台风过境等特殊时段重点巡查最高限价229,700.00元）

Brief specification description or basic overview of the project:Pursuant to the Shanghai Marine Debris Cleanup “Hu Hai Action” Plan (2025-2027) (Hu Huan Hai [2025] No. 27), this project publicly bids for qualified suppliers to conduct marine debris investigation in Pudong New Area. It aims to enhance daily supervision of coastlines, vessels, estuaries and tidal flats and monitor marine debris distribution. Services include regular patrol inspections and key inspections during flood seasons, typhoons and other special periods, with a total inspection mileage of no less than 627.36 kilometers. Bidders may apply for multiple packages but can only win one. Full service requirements are stated in Chapter 3. The total maximum budget is RMB 282,300.00 yuan, including RMB 52,600.00 for regular inspections and RMB 229,700.00 for special-period key inspections.

合同履约期限：自合同签订日起至2026年12月15日止。合同整体有效期：自合同签订日起至2027年2月28日止。在本合同全部有效期内，采购人应履行保密责任、项目资料保存归档、必要技术服务等。（具体详见附件）

The Contract Period:From the date of signing the contract until December 15, 2026. Overall validity period of the contract: from the date of signing the contract until February 28, 2027. During the entire validity period of this contract, the purchaser shall perform confidentiality obligations, preserve and archive project materials, and provide necessary technical services, etc. (For details, please refer to the attachment)

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目包1、包2专门面向中小企业采购，评审时中小企业均不执行价格折扣优惠。（2）残疾人福利性单位，并将其视同小微型企业。

(b)Qualification requirements to be met to implement government procurement policies:1) Implement the reserved share measures to increase the share of small and medium-sized enterprises in government procurement, and implement the policy to support small and medium-sized enterprises: Project Package 1 and Package 2 are specifically designed for procurement by small and medium-sized enterprises. (c)本项目的特定资格要求：1、具备民用航空管理部门颁发的《民用无人驾驶航空器运营合格证》（仅适用于包2）；2、本项目不允许转包。

(c)Specific qualification requirements for this program:1. Possess the "Civil Unmanned Aircraft Operation License" issued by the civil aviation administrative department (applicable only to item 2); 2. This project is not allowed to be subcontracted.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；
