Brief specification description or basic overview of the project: In Pudong New Area, there are three waste incineration plants and three sludge incineration and disposal enterprises. The analysis items include air volume, oxygen content, particulate matter, carbon monoxide, nitrogen oxides, sulfur dioxide, hydrogen chloride, hydrogen fluoride, flue gas blackness, mercury, cadmium, lead, nickel, vanadium, cobalt, thallium, arsenic, antimony, copper, manganese, chromium, dioxins, and loss on ignition. The monitoring frequency for heavy metals and loss on ignition is once every quarter, while for other items it is once a year. Each sampling session lasts for one day, with three samples collected per day; for air volume, particulate matter, dioxins, hydrogen chloride, and heavy metals, one sample is collected per session, while for other items, four samples are collected per session.

(b)落实政府采购政策需满足的资格要求：本项目为非专门面向中小企业采购的项目。本项目采购标的所属行业为《中小企业划型标准规定》（工信部联企业〔2011〕300号的附件）中所述的其他未列明行业。本次招标执行政府强制或优先采购节能和环境标志产品、促进中小微企业、促进残疾人就业、支持监狱和戒毒企业、扶持不发达地区和少数民族地区以及支持科学进步等相关政策。符合财库〔2017〕141号文规定条件的残疾人福利性单位、符合财库〔2014〕68号文规定条件的监狱和戒毒企业均视同小微企业。
(b)Qualification requirements to be met to implement government procurement policies: From the date of contract signing until December 31, 2026, this project is not specifically targeted at procurement for small and medium-sized enterprises (SMEs). The industry to which the procurement subject of this project belongs is classified as "other unspecified industries" as described in the "Regulations on the Classification Standards for Small and Medium-sized Enterprises" (annex to the Ministry of Industry and Information Technology Joint Enterprise [2011] No. 300). This bidding process implements relevant government policies such as mandatory or preferential procurement of energy-saving and environmentally labeled products, promotion of small and micro enterprises, promotion of employment for persons with disabilities, support for prison and drug rehabilitation enterprises, support for underdeveloped and ethnic minority areas, and support for scientific progress. (c)本项目的特定资格要求：（1）参加政府采购活动前三年内（从2022年12月29日至今）未被列入失信被执行人、重大税收违法案件当事人名单或政府采购严重违法失信行为记录名单。（2）法人的分支机构以自己的名义参与投标时，应提供依法登记的相关证明材料和由法人出具的对该投标活动承担全部直接责任的明确承诺（银行、保险等分支机构的登记注册由行业主管部门事前审批并颁发经营许可，应提供经营许可证，无需再提供法人出具的承诺函）。（3）投标人的出资人（不含上市公司持股比例未达到5%的股东，下同）与本项目其他投标人的出资人应不相同（当两家以上投标人的出资人中含有同一主体时，将按一家有效投标人计算，该投标人为相关投标人中通过资格审查和符合性审查且投标报价最低的投标人，其他投标人将被判为无效投标人）。（4）投标人应具有省级（或以上）质量技术监督部门颁发的计量认证（CMA）证书（5）本项目为非专门面向中小企业采购的项目。
(c)Specific qualification requirements for this program: (1) Within the three years prior to participating in government procurement activities (from December 26, 2022 to the present), the bidder has not been included in the list of dishonesty and dishonesty of the persons subjected to execution, the list of parties involved in major tax violation cases, or the list of records of serious illegal and dishonest behavior in government procurement.
