简要规格描述或项目基本概况介绍、用途：根据临港新片区管委会2025年第26期 《关于专题研究南汇新城镇区域城市精细化管理技术辅助服务的工作提示》要求，由城安办牵头落实南汇新城镇城市精细化管理技术辅助服务,实现南汇新城镇全域覆盖。 拟通过购买服务的方式部署约16个无人机库，实现南汇新城镇全域覆盖；机库所配套的无人机续航时间不少于50分钟，系统具备分级操控的功能；并提供多旋翼和长续航无人机手飞服务400余架次。在南汇新城镇镇域内主动发现、快速推送、高效处置闭环管理。
Brief specification description or basic overview of the project: According to the requirements of the 26th issue of the Management Committee of Lingang New Area in 2025, titled 'Work Tips on Special Research on Technical Assistance Services for Regional Urban Fine Management of Nanhui New Town', the Urban Safety Office will take the lead in implementing technical assistance services for urban fine management of Nanhui New Town, achieving full coverage of Nanhui New Town. We plan to deploy approximately 16 unmanned aircraft hangars through purchasing services to achieve full coverage of Nanhui New Town; The endurance time of the unmanned aerial vehicles equipped in the hangar shall not be less than 50 minutes, and the system shall have the function of graded control; And provide over 400 multi rotor and long-range unmanned aerial vehicle pilot services. Proactively discover, quickly push, and efficiently handle closed-loop management within the jurisdiction of Nanhui New Town.

(c)本项目的特定资格要求：（1） 须系我国境内依法设立的法人（本项目不接受分公司以自己名义参加采购活动）；
（2）具备民用航空管理部门颁发的《民用无人驾驶航空器运营合格证》；（3）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采 〔2024〕12 号）第 17 条规定的供应商，不得参加本项目的采购活动；（4）本项目不允许转包。(c)Specific qualification requirements for this program: (1) It must be a legal entity established within the territory of China in accordance with the law (this project does not accept branch offices to participate in procurement activities in their own name); (2) Having the Civil Unmanned Aerial Vehicle Operation Certificate issued by the Civil Aviation Administration; (3) Suppliers who comply with Article 17 of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [2024] No. 12) are not allowed to participate in the procurement activities of this project; (4) This project does not allow subcontracting.
