采用单一来源采购方式的原因及说明： 车辆物资（车用柴油）采购项目（包件1：公交内部）于2025年08月29日在上海政府采购网发布第一次招标公告，至递交投标天然气股份有限公司上海销售分公司上传投标文件。本项目文件截止日期（2025年09月25日下午15时00分（北京时间）），仅中国石油于2025年10月29日在上海政府采购网发布第二次招标公告，至递交投标文件截止日期（2025年11月25日下午14时00分（北京时间）），仅中国石油天然气股份有限公司上海销售分公司上传投标文件，本项目于2025年12月15日在上海政府采购网发布废标公告。经组织专家论证，本项目招标文件不存在倾向性及排他性，采购需求设置合理，符合相关法律法规及行业技术要求。鉴于上述情况，专家组建议本项目采用单一来源采购方式向中国石油天然气股份有限公司上海销售分公司进行采购。根据财政部令第87号第四十三条：“公开招标数额标准以上的采购项目，投标截止后投标人不足3家或者通过资格审查或符合性审查的投标人不足3家的，除采购任务取消情形外，按照以下方式处理：（一）招标文件存在不合理条款或者招标程序不符合规定的，采购人、采购代理机构改正后依法重新招标；（二）招标文件没有不合理条款、招标程序符合规定，需要采用其他采购方式采购的，采购人应当依法报财政部门批准。” ，本项目招标文件没有不合理条款、招标程序符合规定，为保障采购工作的正常进行，本项目拟采用单一来源采购方式向中国石油天然气股份有限公司上海销售分公司进行采购。
Reason and Explanation：The Vehicle Supplies (Vehicle Diesel Oil) Procurement Project (Package 1: Internal to Public Transport) released its first bidding announcement on the Shanghai Government Procurement Network on August 29, 2025. By the deadline for submission of bidding documents (3:00 p.m. Beijing Time, September 25, 2025), only PetroChina Company Limited Shanghai Sales Branch had uploaded its bidding documents.The project released its second bidding announcement on the Shanghai Government Procurement Network on October 29, 2025. By the deadline for submission of bidding documents (2:00 p.m. Beijing Time, November 25, 2025), only PetroChina Company Limited Shanghai Sales Branch had uploaded its bidding documents. Subsequently, the project released an abandoned bidding announcement on the Shanghai Government Procurement Network on December 15, 2025.Upon expert evaluation and verification, it is confirmed that the bidding documents of this project contain no tendentious or exclusive provisions.
