（1）资格要求 Requirements for Qualification of Bidder and CertificatesA．★营业执照：如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照；如果投标人为境外注册公司，需提供有效的公司登记注册证明。A．★Business licence: The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.B．★制造商要求:投标人必须是水下柔性软管制造商，不接受代理商投标。B． ★ Manufacturer requirement:The bidder must be subsea flexible pipe manufacturer. Agents shall not be allowed to bid.C．★是否接受联合体投标：否。C. ★Joint Venture: Not Accepted.D．未领购招标文件是否可以参加投标:不可以。D. Bid without the bidding documents：NOT Available.E．★投标人必须提供有效期内的API 17J证书扫描件，且应可在API证书查询网站https://***/Search/CompositeSearch%E6%A0%B8%E5%AE%9E%EF%BC%8C%E5%8E%9F%E4%BB%B6%E5%A4%87%E6%9F%A5%E3%80%82E. ★The bidder shall submit API 17J certificate within the validity period. And it should be possible to verify on the API certificate query website https://***/Search/CompositeSearch. Original API 17J certificate shall be ready for verifying if required.（2）★业绩要求Requirement for Bidder's reference:投标人需满足以下所有要求：The Bidder needs to meet all below requirements：2015年1月1日至投标截止日（以合同签署时间为准），投标人应具有至少一（1）个合同的水下柔性立管（输送介质为原油或天然气或原油与天然气混合物）的供货业绩（供货业绩的制造商必须是投标人），且满足水下柔性立管内径不小于10英寸、应用水深不小于500米。投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1) 销售合同复印件（包括封面、签字页）；和2）到货验收证明材料（买方签字或盖章的到货验收单或最终用户签署的完工证明或用户出具的临时验收证明或其他可以证明合同项下货物已经到货验收的有效证明材料）。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、输送介质、货物名称、水下柔性立管内径和应用水深、到货验收证明。未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均视为无效业绩。？投标人务必填写格式附件3业绩表。From 1st Jan, 2015 to the deadline for submission of bids (subject to the time of signing the contract), the bidder shall have at least One(1) contract of product supply performance of, and all meet the technical requirements of subsea flexible riser (crude oil, natural gas or mixture of both above) with ID not less than 10 inches and the water depth not less than 500 meters. - The Bidder shall provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (Including the cover and signature page) and 2) arrival and acceptance certificates (handover certificates signed by the buyer or certificates of completion signed by the end-user or temporary acceptance certificates issued by the user ). The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing Contract, Conveying Medium, Name of Goods, Name of Project, technical requirements of ID, water depth, and Receiving certificate of arrival of goods.- If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, Name of Manufacturer, Name of Goods, Name of Project, technical requirements of ID, water depth, and Receiving certificate of arrival of goods, the relevant reference will be deemed invalid.The bidder must fill in the performance form in form Attachment 3: List of Performance.
