简要规格描述或项目基本概况介绍、用途：依据《中华人民共和国土地管理法》、《土地调查条例》、《自然资源部办公厅 国家林业和草原局办公室关于开展2025年度全国国土变更调查及森林草原湿地荒漠调查监测工作的通知》（自然资办发〔2025〕33号）及关于印发《上海市2025年度全国国土变更调查实施方案》《上海市2025年度森林湿地调查监测实施方案》的通知（沪规划资源调[2025]455号）等文件要求，为准确掌握2025年度全市国土利用变化情况，结合本市实际情况，本项目拟选择一家合适的单位提供2025年度本辖区内国土变更外业调查服务，组织本辖区内的年度变更调查工作；组织区相关部门及调查队伍，开展日常变更调查、业务沉淀成果的现势性评价，完成调查举证和区级检查工作；组织区级管理、监测、执法协同工作小组开展年度变更调查图斑的协同管理和处置工作；开展建库工作；组织实施国家级核查整改等。本项目共设2个包件，同一投标人可对一个包件进行投标，也可对多个包件同时进行投标，同一投标人允许最多中标1个包件。（具体详见第三章服务需求书）

简要规格描述或项目基本概况介绍、用途：依据《中华人民共和国土地管理法》、《土地调查条例》、《自然资源部办公厅 国家林业和草原局办公室关于开展2025年度全国国土变更调查及森林草原湿地荒漠调查监测工作的通知》（自然资办发〔2025〕33号）及关于印发《上海市2025年度全国国土变更调查实施方案》《上海市2025年度森林湿地调查监测实施方案》的通知（沪规划资源调[2025]455号）等文件要求，为准确掌握2025年度全市国土利用变化情况，结合本市实际情况，本项目拟选择一家合适的单位提供2025年度本辖区内国土变更区级检查服务，对外业调查图斑地类认定、地类属性、举证规范、照片质量、范围边界、面积、备注等叠加相关信息及影像以案件为单位，对全区现状调查图斑进行检查等。本项目共设2个包件，同一投标人可对一个包件进行投标，也可对多个包件同时进行投标，同一投标人允许最多中标1个包件。（具体详见第三章服务需求书）

合同履约期限：合同签订后九个月内交付最终成果资料（最终以采购人要求时间节点为准）。
The Contract Period: Deliver the final achievement data within nine months after the contract is signed (the final date is subject to the time node required by the purchaser).

(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目不是专门面向中小企业采购，评审时小型和微型企业享受10%的价格折扣优惠。（2）残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve shares, increase the share of small and medium-sized enterprises in government procurement, and support small and medium-sized enterprises: this project is not specifically for small and medium-sized enterprises to purchase, and small and micro enterprises enjoy 10% price discount when evaluating. (2) Welfare units for the disabled and treat them as small and micro enterprises.
(c)本项目的特定资格要求：（3）包件1的投标人须具有乙级及以上测绘资质证书（专业类别包括界线与不动产测绘）；（4）本项目不允许转包。
(c)Specific qualification requirements for this program: (3) The bidder of Package 1 must have Grade B or above surveying and mapping qualification certificate (professional category includes boundary and real estate surveying and mapping); (4) Subcontracting is not allowed for this project.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";
(ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
