简要规则描述：做好服务对象来访来电的接待，给予政策宣传与咨询解答；及时发布招聘、培训及就（创）业活动等信息，积极配合做好招聘会的宣传和人员组织等；针对服务对象的个人情况与需求，搜索岗位招聘信息及培训项目信息，做好人岗匹配；对常住人员按时间要求，通过入户调查、走访、电话联系等方式，及时进行个人信息及服务需求的采集、排摸与维护等工作；做好就业困难人员认定的政策宣传与申请指导；做好长期失业人员、就业困难人员和应届毕业生等重点群体的需求调查和台账管理；持续推进“15分钟就业服务圈”社区就业服务站建设，配合站点做好相关服务服务；配合开展青年就业能力训练、创新创业训练、离校2年未就业毕业生帮扶服务工作；开展企业上门走访宣传，指导符合条件的企业申请各类创业、失业保险稳岗返还等政策补贴；配合做好城乡居保服务指导，排摸无社保账户人员，针对扩覆对象进行政策宣传等

二、申请人的资格要求
2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：1）强制采购节能产品政策：强制采购在国家公布的节能清单中以“★”标注的品目。
2）鼓励节能政策：在技术、服务等指标同等条件下，优先采购属于国家公布的节能清单中产品。
3）鼓励环保政策：在性能、技术、服务等指标同等条件下，优先采购国家公布的环保产品清单中的产品。
4）扶持中小企业、促进残疾人就业政策：落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展。监狱企业、残疾人福利性单位视同小型、微型企业。（本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。）
(b)Qualification requirements to be met to implement government procurement policies: Policy on mandatory procurement of energy-saving products: Mandatorily procure the items marked with "★" in the national published energy-saving product list.
Policy on encouraging energy conservation: Under the same conditions of technical, service and other indicators, give priority to procuring products included in the national published energy-saving product list.

（4）同一人或者存在直接控股、管理关系的不同投标人，不得参加同一合同项目下的政府采购活动；
（5）依法缴纳税收、社会保障资金并近三年没有重大违法记录。
(c)Specific qualification requirements for this program: (3) Must be a legal person or unincorporated organization legally established within the territory of the People's Republic of China (branches are not allowed to participate in the bidding activities in their own names for this project);(4) The same person or different bidders with direct holding or management relations shall not participate in the government procurement activities under the same contract project;(5) Have paid taxes and social security funds in accordance with the law and have no major illegal records in the past three years.

根据上海市财政局规定，本项目招投标相关活动在上海市政府采购云平台（网址：http://***/）电子招投标系统进行。投标人应根据《上海市电子政府采购管理暂行办法》等有关规定和要求执行。投标人在政府采购云平台的有关操作方法可以参照政府采购云平台中的专栏有关内容和操作要求办理。 投标人应在投标截止时间前尽早加密上传投标文件，电话通知项目负责人进行签收，并及时查看政府采购云平台上的签收情况，打印签收回执，以免因临近投标截止时间上传造成无法在开标前完成签收的情形。未签收的投标文件视为投标未完成。
In accordance with the provisions of the Shanghai Municipal Finance Bureau, the tendering and bidding-related activities of this project shall be conducted on the electronic tendering and bidding system of the Shanghai Government Procurement Cloud Platform (URL: http://***/).
