(b)落实政府采购政策需满足的资格要求：（1）扶持中小企业政策：本项目专门面向中小微企业采购。（2）扶持残疾人福利性单位、监狱企业，并将其视同小微型企业。        

(b)Qualification requirements to be met to implement government procurement policies: (1) SME support policy: This project is exclusively reserved for procurement from small, medium and micro enterprises.(2) Welfare units for persons with disabilities and prison enterprises shall be supported and shall be treated as small and micro enterprises for the purposes of this procurement.        

(c)本项目的特定资格要求：（1）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动（联合体成员之间除外）。 （2）法人依法设立并领取营业执照的分支机构参加政府采购活动应当经由其法人授权。 法人与其分支机构或者属于同一法人的不同分支机构不得参加同一合同项下的政府采购活动。（3）其他特定资格要求： ①在同一项目中与设计、评估咨询、招标代理、代建、监理单位等有关联的单位应当主 动提出回避，财务（投资）监理单位也不得参与同一项目的工程价款审查、审核及工程审计工作。 ②供应商应具有《会计师事务所执业证书》，若分所参与投标必须提供总所的授权委托 书和《会计师事务所（分所）执业证书》（2021年7月1日后在自由贸易试验区所在县、不 设区的市、市辖区实行审批改备案改革的会计师事务所分支机构，提供已完成向财政部门备案手续的证明材料）。 ③本项目接受联合体投标：④组成联合体的供应商不得多于两家。⑤联合体应当以造价咨询单位为牵头人，并使用牵头人数字证书（CA证书）参加采购活动。        

(c)Specific qualification requirements for this program: (1) Conflict-of-interest and recusal: Any supplier that has an interest in the design, appraisal and consulting, tender agency, project management or supervision units of the same project shall proactively recuse itself. The financial (investment) supervision unit shall not participate in the examination, review or audit of the project’s construction contract prices or in the project audit for the same project.(2) Accounting firm qualification: The supplier shall hold a Practicing Certificate of Accounting Firm. If a branch office participates in the bid, it must submit a letter of authorization from the head office together with the Practicing Certificate of Accounting Firm (Branch Office). For branch offices of accounting firms located in counties, cities without districts, or municipal districts where the approval-to-filing reform has been implemented in free trade zones after July 1, 2021, proof of completion of the fi
