Promote the development of small and medium-sized enterprises, prison enterprises and welfare units for the disabled. Standardize the procurement policies for imported products.        

(c)本项目的特定资格要求：3、根据《上海市政府采购供应商登记及诚信管理办法》已登记入库的供应商。

4、具有《中华人民共和国企业法人营业执照》、《税务登记证》、《组织机构代码证》，未被管理部门禁止参加政府招投标活动的供应商。

5、具有完善的服务体系，并在本市内有固定的办公场所和服务地点。

6、供应商与采购人、其他潜在的供应商等本项目相关单位不存在利益关系。单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动。

7、法人依法设立的分支机构以自己的名义参与投标时，应提供依法登记的相关证明材料和由法人出具的授权其分支机构在其经营范围内参加招投标活动并承担全部民事责任的书面授权。法人与其分支机构不得同时参与同一项目的采购活动。

供应商应在响应截止时间前尽早加密上传响应文件，电话通知采购代理单位进行签收，并及时查看采购代理单位在电子采购平台上的签收情况，打印签收回执，以免因临近响应截止时间上传造成采购代理单位无法在响应截止前完成签收的情形。未签收的响应文件视为响应未完成。
