Brief specification description or basic overview of the project: This project consists of the compilation of four plans, namely: the 2026 annual land reserve plan and the rolling land reserve plan (2026-2028) for Pudong New Area; the 2026 annual special land preparation plan and the rolling special land preparation plan (2026-2028) for Pudong New Area; the 2026 annual land supply plan for allocated land and the rolling land supply plan for allocated land (2026-2028); and the plan for the net increase in spatial indicators (2026-2028).The plan compilation work includes the following tasks: conducting a comprehensive sorting-out of the land use demands of all subdistricts, towns and development companies, and soliciting opinions on the land use plans from all functional departments and professional lines of the New Area one by one; making rational arrangements for the land use scale, structure, layout and time schedule of the annual and subsequent rolling land reserve, special land preparation, allocated land supply and net increase land use projects

1、本项目分为 2 个包件：包件 1 浦东新区国土资源利用计划联动方案编制项目（2026 年度、2026-2028年滚动）-低效建设用地地减量化等 3项计划编制；包件 2 浦东新区国土资源利用计划联动方案编制项目（2026 年度、2026-2028年滚动）-土地储备等4项计划编制；参与服务商最多可同时报名参与 2个包件，2 个包件可兼中。2、本项目面向大中小企业采购，根据财库〔2020〕46 号的相关规定，在评审时对小型和微型企业的投标报价给予 10%的扣除，取扣除后的价格作为最终投标报价（此最终投标报价仅作为价格分计算）。3、其他：（1）投标人应在投标截止时间前尽早加密上传投标文件，电话通知招标人进行签收，并及时查看招标人在电子采购平台上的签收情况，以免因临近投标截止时间上传造成招标人无法在开标前完成签收的情形。未签收的投标文件视为投标未完成。（2） 本项目为政府采购电子招标，投标人应自行下载政府采购网上最新招投标流程供应商操作手册并按相关规定操作，如因技术操作原因造成无法正常开标、评标的，后果由投标人自行承担，招标人对此不承担任何责任。
