(b)落实政府采购政策需满足的资格要求：促进中小企业发展、促进残疾人就业。根据《政府采购促进中小企业发展管理办法》（财库[2020]46号）及《关于进一步加大政府采购支持中小企业力度的通知》〔2022〕19号规定执行。

(b)Qualification requirements to be met to implement government procurement policies: Promote the development of small and medium-sized enterprises and facilitate employment for people with disabilities. According to the Management Measures for Promoting the Development of Small and Medium sized Enterprises through Government Procurement (Caiku [2020] No. 46) and the Notice on Further Increasing Government Procurement Support for Small and Medium sized Enterprises (2022] No. 19), it shall be implemented.

(c)本项目的特定资格要求：（3）具备建设部颁发的消防设施工程专业承包二级及其以上资质且同时具备电子与智能化工程专业承包二级及其以上资质。

(c)Specific qualification requirements for this program: 3) Having the second level or above qualification for professional contracting of fire protection facilities engineering issued by the Ministry of Construction, and also possessing the second level or above qualification for professional contracting of electronic and intelligent engineering. (4) The proposed project leader must possess a Level 2 or higher qualification as a Registered Constructor in Mechanical and Electrical Engineering. (5) This project is specifically aimed at small and medium-sized enterprises. (6) This project does not accept consortium bidding.
