Brief Specification Description: This project is based on meeting the safety and functional needs of educational institutions. Through the overall maintenance of school buildings, the hidden dangers of school buildings are solved to the maximum extent, the use needs of education and teaching are met, and the normal development of education and teaching related work is guaranteed. The maintenance content mainly includes: including roofing and waterproofing engineering, facade repair, interior decoration and renovation of buildings, toilets and water and electricity, etc. (For specific work content and requirements, please refer to the competitive consultation documents, bill of quantities and drawings).

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）项目执行《政府采购促进中小企业发展管理办法》的通知（财库〔2020〕46号）及《关于进一步加大政府采购支持中小企业力度》的通知（财库〔2022〕19号）；（2）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目不是专门面向中小企业采购；（3）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（4）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；（5）购买国货政策：本项目不接受进口产品；（6）按照《中小企业划分标准规定》（工信部联企业[2011]300号），本项目中小企业所属的行业为建筑业。

"Enhanced SME Support in Government Procurement" (Caiku [2022]19)

(2) Reserved share implementation: Non-exclusive SME procurement.

(3) Special treatment: Prison enterprises & disability welfare units qualify as small/micro enterprises.

(4) Green procurement priority:

Preferential selection for products in Caiku [2019]18/19 energy/environment catalogs under equal conditions

Requires valid certification from authorized agencies

(5) Domestic products only: No imported goods accepted.

(6) SME classification per "SME Standards" (MIIT[2011]300), industry: construction.

(c)本项目的特定资格要求：1、2022年1月1日至今未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

2、须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；

3、供应商应同时具备以下施工资质：1）中华人民共和国住房和城乡建设部颁发的施工总承包建筑工程三级或以上资质；2）中华人民共和国住房和城乡建设部颁发的施工专业承包建筑装修装饰工程二级或以上资质。

4、企业具有有效的安全生产许可证；

5、拟派项目负责人具有建筑工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人（（以响应文件中提供的加盖单位公章的《项目负责人基本情况表》为准（通过上海市住房和城乡建设管理委员会网站zjw.sh.gov.cn 查询、打印，首次响应文件提交截止时间前7 天内打印有效））。

6、处于被政府管理部门禁止参加投标期间的单位不得参与竞争；

7、本项目不允许转包。

(c)Specific qualification requirements for this program: 1. Credit Status (Since 2022.1.1):

No dishonesty, tax violations, or procurement misconduct records on creditchina.gov.cn or ccgp.gov.cn.

2. Eligibility:

Legally registered entities in China (branches excluded).

3. Qualifications:

MOHURD-issued Grade III+ Construction General Contracting (Architectural)

MOHURD-issued Grade II+ Professional Contracting (Interior Decoration)

4. Safety License:

Valid production safety certification.

5. Project Manager:

Grade II+ Registered Construction Engineer (Architectural)

Valid safety certification

No active project leadership (verified via zjw.sh.gov.cn report, stamped and dated ≤7 days pre-bid).

6. Disqualification:

Government-barred entities ineligible.

7. Subcontracting:

Prohibited.
