(b)Qualification requirements to be met to implement government procurement policies:(1) Policy on implementing reserved-share measures to increase the share of SMEs in government procurement and support small and medium-sized enterprises (SMEs):This project (■ is □ is not) a procurement exclusively reserved for SMEs. During evaluation, no price preference shall be applied to SME products.(2) Support for prison enterprises and welfare units for the disabled, which shall be treated as small and micro enterprises.(3) Policy on priority procurement of energy-saving and environmental-friendly products: Under equal technical and service terms, priority procurement shall be given to products listed in the energy-saving and environmental-friendly product category lists promulgated by the Ministry of Finance in Document Cai Ku [2019] No. 18 and Document Cai Ku [2019] No. 19; for products marked with "★" in the energy-saving product list, mandatory procurement shall apply. Bidders must provide a valid certificate issued by a nationally accredited certification
