二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定;

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求:1)强制采购节能产品政策:强制采购在国家公布的节能清单中以“★”标注的品目。

2)鼓励节能政策:在技术、服务等指标同等条件下,优先采购属于国家公布的节能清单中产品。

3)鼓励环保政策:在性能、技术、服务等指标同等条件下,优先采购国家公布的环保产品清单中的产品。

4)落实预留份额措施,提高中小企业在政府采购中的份额,支持中小企业发展:本项目是专门面向中小企业采购,评审时,中小企业产品均不执行价格折扣优惠。

5)本项目不接受进口产品。

(b)Qualification requirements to be met to implement government procurement policies: 1) Policy on Mandatory Procurement of Energy-Saving Products: Mandatorily procure product categories marked with "★" in the national energy-saving product list.

2) Policy on Encouraging Energy Conservation: Under the same conditions of technical, service and other indicators, give priority to procuring products included in the national energy-saving product list.

3) Policy on Encouraging Environmental Protection: Under the same conditions of performance, technical, service and other indicators, give priority to procuring products included in the national environmental protection product list.

4) Implement reserved quota measures to increase the share of small and medium-sized enterprises (SMEs) in government procurement and support the development of SMEs: This project is specifically for SME procurement; during the evaluation process, no price discount will be applied to products of SMEs.

5) Imported products will not be accepted for this project.

(c)本项目的特定资格要求:(1)应具备建筑工程施工总承包三级及以上资质;

(2)具备有效的安全生产许可证;

(3)拟派项目经理具备建筑工程专业二级(含以上级)注册建造师执业资格,具备有效的安全生产考核合格证书,且无在建项目;

(4)单位负责人为同一人或者存在直接控股、管理关系的不同供应商,不得参加同一合同项下的政府采购活动;为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商,不得参加本项目的采购活动。

(c)Specific qualification requirements for this program: (1) Possess a general contracting qualification for construction engineering of Grade III or higher;

(2) Possess a valid work safety license;

(3) The proposed project manager shall hold a professional qualification of Level II (or higher) Certified Constructor in the construction engineering major, possess a valid qualified certificate for work safety assessment, and have no ongoing projects;

(4) Different suppliers whose legal representatives are the same person or who have direct holding or management relationships shall not participate in the government procurement activities under the same contract; suppliers that provide services such as overall design, specification formulation, project management, supervision, or testing for this project shall not participate in the procurement activities of this project.

(i)符合《中华人民共和国政府采购法》第二十二条的规定;

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”(www.creditchina.gov.cn)、中国政府采购网(www.ccgp.gov.cn)列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单;

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
