(b)落实政府采购政策需满足的资格要求：本项目专门面向中小企业，执行《政府采购促进中小企业发展管理办法》的通知财库〔2020〕46号、《关于进一步加大政府采购支持中小企业力度的通知》财库〔2022〕19号。本次采购若符合政府强制采购节能产品、鼓励环保产品、扶持福利企业、促进残疾人就业、支持中小微企业、支持监狱和戒毒企业等政策，将落实相关政策。
(b)Qualification requirements to be met to implement government procurement policies: This project is specifically aimed at small and medium-sized enterprises, implementing the "Notice on the Measures for the Promotion of the Development of Small and-sized Enterprises in Government Procurement" (Cai Ku [2020] No. 46) and the "Notice on Further Strengthe the Support for Small and Medium-sized Enterprises in Government Procurement" (Cai Ku [2022] No. 19). If this meets the government's mandatory procurement policies for energy-saving products, encouraging environmental protection products, supporting welfare enterprises, promoting the employment of the disabled, supporting small and micro enterprises supporting prison and drug rehabilitation enterprises, etc., the relevant policies will be implemented.
(c)本项目的特定资格要求：（1）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动；
（2）本项目专门面向中小微型企业采购；（3）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，参加同一合同项下的采购项目投标的，相关投标均无效；（4）施工现场项目管理机构拟派人员配备要求：园林项目负责人（园林专业中级职称及以上）1人、安全员1人、质量员1人、材料员1人、中级及以上园林绿化工(班组负责人)1人。说明：1）上述人员配备要求系最低配备要求；对于施工技术复杂的项目，供应商可根据项目情况，在以上人员配备要求基础上适当增加技术管理人员、施工员等人数；2）岗位不得同时兼任两个及以上项目,须具有上海市园林绿化工程从业人员项目负责人电子信息卡，且无在建项目记录；3）本竞争性磋商文件所涉及的园林专业是指：园林（园林规划设计、园林植物、风景园林、园林绿化、绿化林业等）、园艺、城市规划、景观、植物（含植保、森保等）、环境艺术、风风景旅游等专业；业绩要求：无；其他要求：无; （5）本项目不允许联合体投标。(c)Specific qualification requirements for this program: (1) Suppliers that meet the requirements specified in Article 17 of the "Guiding Opinions on the Reform of Procurement in Pilot Regions in Response to International High-Standard Economic and Trade Rules" (Shangcaiacai [2024] No. 2) are not allowed to participate in the procurement activities of this project;
(2) This project is specifically open to small and medium-sized enterprises for procurement;() If the person in charge of the unit is the same person or there is a direct holding or management relationship between different suppliers, and they participate in the bidding for the same procurement under the same contract, all related bids will be invalid;(4) Requirements for the on-site project management organization's proposed personnel allocation: 1 person in charge the horticultural project (with intermediate or higher professional titles in horticulture), 1 safety officer, 1 quality officer, 1 material officer, 1 in charge of the horticultural greening team (with intermediate(i)符合《中华人民共和国政府采购法》第二十二条的规定；
(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";
(ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

1、本项目招投标相关活动在上海市政府采购云平台（网址：www.zfcg.sh.gov.cn ）电子招投标系统进行。供应商在政府采购云平台的有关操作方法可以参照政府采购云平台中的专栏有关内容和操作要求办理。供应商应在投标截止时间前尽早加密上传响应文件，电话通知项目负责人进行签收，并及时查看政府采购云平台上的签收情况，以免因临近投标截止时间上传造成无法在开标前完成签收的情形。未签收的响应文件视为投标未完成；
