简要规格描述或项目基本概况介绍、用途：为满足上海市公安局浦东分局所辖各业务支队、公安处及派出所的日常使用需求，确保分局现有4G执法记录仪的正常使用，需配套采购4333张流量卡流量套餐及租赁VPDN专线，并提供相应应急流量服务(具体要求详见招标文件第五章)。
Brief specification description or basic overview of the project: To meet the daily operational needs of various business detachments, public security divisions, and police stations under the jurisdiction of the Pudong Branch of the Shanghai Municipal Public Security Bureau, and to ensure the normal use of the existing 4G law enforcement recorders within the branch, it is necessary to procure 4,333 data traffic card packages along with the rental of VPDN dedicated lines. Additionally, corresponding emergency data traffic services shall be provided (specific requirements are detailed in Chapter 5 of the tender documents).

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：本采购项目执行政府采购有关鼓励支持节能产品、环境认证产品以及支持中小企业、残疾人福利性单位等的政策功能。
(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements the policy functions of government procurement related to encouraging and supporting energy-saving products, environmental certification products, as well as supporting small and medium-sized enterprises and welfare units for the disabled.
(c)本项目的特定资格要求：3、本项目面向所有企业采购，对小型和微型企业投标人产品的价格给予10%的扣除，用扣除后的价格参与评审；
4、为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的潜在投标人，不得参加本项目的采购活动；5、单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；6、投标人必须是在中华人民共和国境内依法注册、具有独立承担民事责任的能力或其分公司，以分公司名义参加投标的，应当取得总公司的有效授权书；7、本项目不接受联合体投标。(c)Specific qualification requirements for this program: (iii)This project is open to procurement from all enterprises, and a 10% deduction will be applied to the prices of products offered by small and micro enterprise bidders. The deducted prices will be used for evaluation.
(iv)Potential bidders who provide overall design, specification development, or services suchas project management, supervision, and testing for the procurement project are not eligible to participate in the procurement activities of this project.(v)Suppliers whose unit leaders are the same person or who have direct holding or management relationships shall not participate in government procurement activities under the same contract.(vi)If participating in the bid in the name of a branch office, a valid authorization letter from the head office shall be obtained.(vii)This project does not accept bids from consortia.(i)符合《中华人民共和国政府采购法》第二十二条的规定；
