简要规格描述或项目基本概况介绍、用途：根据《上海市生态环境局关于做好2025年入河入海排污口监督管理工作的通知》（沪环函〔2025〕21号）等文件要求，对于在抽查中过程中发现的现有排污口回潮或反复、雨洪排口晴天排水等情形，以及新增、遗漏的排污口，开展再溯源、再整治、再销号，构建“问题发现—溯源—整治—销号”动态整治销号机制，强化排污口的动态管理。为进一步加强和规范新区入河入海排污口长效监督管理，推动河湖、海洋生态环境质量持续向好，本项目拟通过公开招标的方式，择优选择供应商，提供浦东新区入河（海）排污口长效管理专项服务。（具体详见第三章服务需求书）。最高限价：重点排口核查部分最高限价为：2,130,100.00元，监测溯源部分最高限价为：1,367,200.00元
Brief specification description or basic overview of the project:In accordance with the requirements of documents such as "Notice of the Shanghai Municipal Environmental Protection Bureau on Doing a Good Job in the Supervision and Management of Inland River and Coastal Discharge Pipes in 2025" (Shanghailunhan [2025] No. 21), for situations such as re-occurrence or recurrence of existing discharge pipes during random inspections, rainstorm discharge pipes discharging on sunny days, as well as newly added or missed discharge pipes, a re-identification, re-treatment, and re-cancellation process will be carried out to establish a "problem discovery - identification - treatment - cancellation" dynamic management and cancellation mechanism, and strengthen the dynamic management of discharge pipes. Maximum price limit: The maximum price limit for the key outlet inspection section is 2,130,100.00 yuan, and for the monitoring and traceability section is 1,367,200.00 yuan.
合同履约期限：自合同签订日起至2027年6月30日止。合同整体有效期：自合同签订日起至2027年8月31日止。在本合同全部有效期内，采购人应履行保密责任、项目资料保存归档、必要技术服务等。（具体详见附件）
The Contract Period:From the date of contract signing until June 30, 2027. The overall validity period of the contract is from the date of signing until August 31, 2027.
